Phong is the origial command.com of Mainframe, the position which he gave to Dot. He's the oldest Sprite in Mainframe and looks, acts and sounds like an old Japanese Wise Man.

If you want Phong's advice, you would have to beat him at his favorite game P.O.N.G. (which Bob can do with ease).

Time and time again, Phong has to keep reminding Bob that Mainframe is not the Super Computer, and that their facilities are not as up-to-date to fight viral infection.

Not very much is known about him because he keeps mostly to the Principle Office and to himself.
